What a BMS quote is actually made of

A BMS tender return is usually presented as one number. Inside it are half a dozen categories, each driven by the points schedule in a different way. Understanding the anatomy is useful whether you are producing quotes or receiving them, because it tells you where a number can be wrong and by how much.

Everything keys off the points

The points schedule is the unit of work for the whole quote. Every category below is calculated from it: how many points, of which type, on which plant, in which locations. Get the points wrong and every line that follows inherits the error. This is why estimators spend most of their tender time counting rather than pricing.

Control panels

Each mechanical services area needs a control panel, priced as a base cost for the enclosure, power and protection, plus an amount per hardwired point for the terminals, relays and wiring inside. A primary plantroom panel costs more than a satellite panel serving a roof. Panels are also where a scope error is most expensive, because a missed plantroom is a missed panel, not a missed sensor.

Field devices

Every hardwired point implies something at the far end of the cable: a temperature sensor for an AI, a switch or volt-free contact for a DI, an actuator for an AO. Some arrive with the equipment; the rest must be supplied. A quote that misses this distinction double-counts hardware that the mechanical contractor is already providing, or worse, assumes the reverse.

Controllers and IO

The points determine the electronics: how many controllers, how many IO modules of each type, whether a display or head-end is needed. This is arithmetic once the points are right, which is exactly why it should never be where the error lives.

Software engineering

Every point must be configured, and they are not equal. An analogue output usually costs the most engineering time, because each control loop needs setting up and tuning. Digital points are quicker. High-level points are cheaper per point but come in volume, and the integration itself carries fixed work: setting up the network, mapping the points, proving the third-party interface actually says what its datasheet claims. Add strategy writing for each type of plant, which is reused across identical units.

Commissioning and graphics

Commissioning scales with the point count, because every point must be proven end to end: sensor to controller to head-end. High-level integration adds its own commissioning, which is why an all-network job is not as cheap to deliver as its hardware list suggests. Graphics are priced per page or per day, and the page count follows the plant.

Where quotes go wrong

Rarely in the rates. The variation between competing BMS quotes comes from the counting and the interpretation: equipment counted twice because it appears on two drawings, high-level plant priced as hardwired or the reverse, metering strategies described in spec prose and never making it into the schedule, and scope read differently by different estimators. Two returns 40 per cent apart are usually two different points schedules, not two different margins.
